Someplace in Philly, a master engraver is turning out amazing forgeries of U.S. currency dishes for an organized offense team - and the federal government really wants to put an end to it. But just how can they get near enough to bring down the legal business in the inside? By grabbing a west-coast offense boss' right hand man and delivering a national agent undercover in the man's place.
